No person shall possess any bottle, glass, can or other container containing beer, wine, or alcoholic liquor when the seal is broken, top or lid removed therefrom, or said container is otherwise open, available and prepared for immediate consumption in or upon any public place, park, sidewalk, street, alley, highway or other place, regardless of ownership, which is open to and used by the public, but not including any store, restaurant, bar, or other premises holding a valid permit for consumption of the beverage in the open container and not including any person the age of twenty one (21) years or older attending events in a City park, public street or other public place for which the event has the permit(s) from the City required to dispense the beverage in the container.
