3-2-6: APPROVAL OR DENIAL OF LICENSE:
   A.   Time Frame: The City Council shall grant or deny any application within thirty (30) days of the time it is filed with the City Clerk. (Ord. 209, 1-12-1984)
   B.   Approval Of License; Transferability: Upon filing the application for any license and the production of evidence as required by subsection 3-2-3B of this chapter as to the qualifications of the applicant and by the payment of the required license fee, the Clerk shall, upon approval of the Council, issue to the applicant a license or licenses to sell beer or wine at retail or alcoholic liquor by the drink within the City limits of Bellevue for the appropriate calendar year or the remainder thereof. No retail beer or retail wine or alcoholic liquor by the drink license issued by the City may be assigned or transferred in any manner or form unless and until the person possessing such license makes application for the approval of such assignment or transfer by the Mayor and City Council. No such license may be assigned or transferred to any person who does not possess all the qualifications necessary for the granting of such license pursuant to this chapter. Application for assignment or transfer shall be made upon a form provided by the City Clerk. (Ord. 95-09, 10-26-1995; amd. 2018 Code)
   C.   Denial Of License: In the event the application is denied by the City Council and prior to any revocation or suspension, the applicant or licensee shall be afforded a hearing before the City Council. Whenever the Council denies an application, the Council shall specify in writing:
      1.   The statutes, ordinances or standards used in evaluating the application;
      2.   The reasons for the denial, revocation or suspension; and
      3.   The actions, if any, that the applicant could take to obtain the license, transfer or renewal thereof, or the actions the licensee could take to avoid revocation or suspension. (Ord. 209, 1-12-1984)
