Any person aggrieved by a decision of the City Clerk, or other official or employee of the City, as to the issuance of a license in accordance herewith shall have the right to appeal to the City Council by filing a written appeal with the City Clerk within fifteen (15) days following the date of the action or decision giving rise to the appeal.
