This title is adopted pursuant to the authority granted by Idaho Code section 67-6501 et seq., and article 12, section 2 of the Idaho Constitution. It is enacted for the purpose of promoting the public health, safety, morals, comfort, and general welfare; to conserve and protect property and property values; to secure the most appropriate use of lands; to control the density of population; to prevent undue traffic congestion; to preserve the scenic and aesthetic values of the City; to assure the economical provision of adequate public improvements; and to implement the policies set forth in the Bellevue Comprehensive Plan.
