The City Council finds that the creation and maintenance of a uniform house and building numbering system within the City will greatly assist police, fire and other emergency personnel to quickly and effectively respond to emergency calls involving situations where life, limb and property are threatened and that such uniform numbering system will further promote the public health, safety and welfare of the City and its residents.
