It is the purpose of this chapter to promote the public health, safety, and general welfare, to minimize adverse impacts associated with the construction of berms on adjacent lots and public rights-of-way, to prevent erosion, to ensure adequate drainage, to promote safe vehicular access, and to establish standards, requirements and procedures for the review and approval of the design and construction of berms.
