8-2-12: INDUSTRIAL WASTES:
   A.   Permit Requirements: No industrial waste shall be placed, deposited or discharged into the public sewer system without first having obtained a written permit to do so from the City Sewer Superintendent. Each person or firm desiring to make a connection to the public sewer for the purpose of discharging industrial wastes thereto shall prepare and file with the City Sewer Superintendent an application accompanied by a report that shall include actual or predicted data relating to the quantity and characteristics of the waste to be discharged. Private treatment facilities may be required or authorized by the City; provided, that there is compliance with all Federal, State, and local laws and regulations.
   B.   User Fees And Charges:
      1.   Industrial waste fees and charges may be based upon the amount of flow, biochemical oxygen demand (BOD), and suspended solids, or any combination thereof, as may be recommended by the City Sewer Superintendent, and shall be approved by the Common Council.
      2.   The sewage collection and treatment charges for industrial waste shall completely pay for all collection and treatment costs associated with said wastes.
   C.   Control Manhole: When required by the City, the owner of any property serviced by a building sewer carrying industrial wastes shall install a suitable control manhole, together with such necessary meters and other appurtenances, in the building sewer to facilitate observation, sampling, and measurement of the wastes. Such manhole, when required, shall be accessible and safely located, and shall be constructed in accordance with plans approved by the City. The manhole shall be installed by the owner at his expense, and shall be maintained by him so as to be safe and accessible at all times. (Ord. 2010-07, 9-23-2010)
