8-2-10: DISCHARGES INTO SYSTEM:
   A.   Prohibited Discharges:
      1.   It shall be unlawful for any person to place, deposit or discharge, or cause to be to be placed, deposited or discharged, any stormwater, groundwater, roof runoff, subsurface drainage, cooling water, or other unpolluted water to any sanitary sewer without having received prior written permission from the Sewer Superintendent to take such action.
      2.   Except as hereinafter provided, no person shall place, deposit or discharge, or cause to be placed, deposited or discharged, any of the following described substances or wastewater containing same to the Wastewater Collection and Treatment System:
         a.   Any gasoline, fuel oil or flammable or explosive liquid, solid or gas, or any solid, liquid, or gas which may, by themselves or by interaction with other substances, cause fire or explosive hazards or in any other way be injurious to persons, property or the operation of the Wastewater Collection and Treatment System.
         b.   Any noxious or malodorous solids, liquids, or gases which, either singly or by interaction with other substances, are capable of creating a public nuisance or hazard to life or preventing entry into sewers for their maintenance or repair.
         c.   Any solids, greases, waxes, slurries, or viscous material of such character or in such quantity that it, in the opinion of the Sewer Superintendent, may cause an obstruction to the flow in the sewer, or otherwise interfere with the proper functioning of the Wastewater Collection and Treatment System.
         d.   Any toxic substance, chemical elements, or compounds in quantities sufficient to impair the operation or efficiency of the wastewater treatment facilities and cause the effluent thereof to exceed the allowable loading limits per IDEQ Wastewater Land Application Permit (WLAP).
         e.   Any liquids having a pH lower than 5.5 or higher than 9.0 or having any corrosive property capable of causing damage or hazards to structures, equipment, or personnel of the Wastewater Collection and Treatment System.
         f.   Any radioactive isotopes unless found to be naturally occurring.
         g.   Any liquid or vapor having a temperature greater than one hundred forty degrees Fahrenheit (140°F).
         h.   Any garbage that has not been properly ground.
         i.   Any ashes, cinders, sand, mud, straw, shavings, metal, glass, rags, feathers, tar, plastics, wood, paunch manure, hair or other material capable of causing obstruction to the flow in sewers or other interference with proper operation of the Wastewater Collection and Treatment System.
         j.   Any liquid from roof downspouts, exterior foundation drains, areaway drains, or other sources of surface runoff or groundwater.
         k.   Materials which exert or cause unusual concentrations of inert suspended solids (such as, but not limited to, fullers earth, lime slurries, and lime residues); or dissolved solids (such as, but not limited to, sodium chloride and sodium sulfate); or excessive discoloration (such as, but not limited to, dye wastes and vegetable tanning solutions); or unusual BOD, biochemical oxygen demand, or disinfection requirements in such quantities as to constitute a significant load on the sewage treatment works; or unusual volume of flow or concentration of wastes.
         l.   Waters or wastes containing substances which are not amenable to treatment or reduction by the sewage treatment processes employed, or are amenable to treatment only to such degree that the sewage treatment plant effluent cannot meet the requirements of other agencies having jurisdiction over discharge to the groundwater and land applications sites.
         m.   Any water or waste containing fats, wax, grease, or oils, whether emulsified or not, in excess of one hundred five milligrams per liter (105 mg/L) or containing substances which may solidify or become viscous at temperatures between thirty two degrees Fahrenheit (32°F) and one hundred forty degrees Fahrenheit (140°F) (0°C and 65°C).
         n.   Any waters or wastes containing strong acid iron pickling wastes or concentrated plating solutions, whether neutralized or not.
         o.   Any waters or wastes containing iron, chromium, copper, zinc, or similar objectionable or toxic substances, or wastes exerting any excessive disinfection requirement, to such degree that any such material received in the composite sewage at the sewage treatment works exceeds the limits established by the City for such materials.
         p.   Any substance, material or waste which, in the reasonable opinion of the City, can harm the sewerage collection and treatment system or sewage treatment process, or any portion or part thereof, or may have an adverse effect on any permit or license granted to the City therefor, or can otherwise endanger health, safety and welfare or constitute a nuisance.
   B.   Special Discharges:
      1.   In addition to all other permits and approvals required, prior written approval of the Sewer Superintendent shall be obtained prior to any person discharging or causing the discharge into the public sewers of any waters or wastes having:
         a.   A concentration of more than three hundred thirty (330) parts per million of suspended solids in wastewater per day.
         b.   A concentration of more than two hundred eighty six (286) parts per million of BOD.
         c.   An average flow of six thousand five hundred (6,500) gallons per month or more.
         d.   Any waters or wastes are discharged, or are proposed to be discharged to the public sewers, which waters contain the substances or possess the characteristics enumerated in subsection A of this section.
      2.   In such instances which, in the judgment of the City, may have a deleterious effect upon the sewage works, processes, equipment, or land application and ground, or which otherwise creates a hazard to life or constitutes a public nuisance, the City may:
         a.   Reject the waste;
         b.   Require pretreatment to an acceptable condition for discharge to the public sewers;
         c.   Require control over the quantities and rates of discharge; and/or
         d.   Require payment to cover the added cost of handling and treating the wastes not covered by existing taxes or sewer charges under the provisions of article A of this chapter.
      3.   If the City permits the pretreatment or equalization of waste flows, the design and installation of the plants and equipment shall be subject to the review and approval of the City and subject to the requirements of all applicable codes, ordinances, and laws. (Ord. 2010-07, 9-23-2010)
