2-1-1: BOARD CREATED; COMPOSITION; APPOINTMENT AND TERMS; RESIDENCY; VACANCIES AND REMOVALS:
There is hereby created the Bellevue Library Board of Trustees ("Library Board"). The board shall consist of five (5) voting members, each appointed by the Mayor and confirmed by a majority vote of the Common Council ("Council") of the City of Bellevue ("Bellevue"). The initial appointment term shall be one year for one member, two (2) years for one member, three (3) years for one member, four (4) years for one member and five (5) years for one member. Thereafter, appointments shall be for a term of five (5) years or until a successor is appointed. Whenever a seat on the board shall become vacant for whatever reason, the board shall report same to the Council within five (5) working days, and that vacancy shall be filled as set forth herein by the Mayor and Council for the remainder of the vacated term. The Council shall select the members to represent the broad interests of the people of Bellevue without regard to sex, age, race, nationality, religion, disability or political affiliation. Each member shall be a resident of Bellevue at the time of their appointment to the board and shall remain a resident of Bellevue to retain membership on the board. A member, upon not being a resident of Bellevue, automatically loses membership on the board. The Council, by unanimous vote, may remove a Library Board member for any reason deemed appropriate by the Council. Each year the Council shall appoint one of its members to be a liaison to the board without voting rights. (Ord. 2006-10, 6-22-2006; amd. 2018 Code)
