8-2-5: PRIVATE SEWAGE DISPOSAL SYSTEMS:
Except where a public sanitary sewer is available under the provisions of this chapter, the private sewer line shall be connected to a private sewage disposal system complying with the following provisions:
   A.   Permit Requirements: Before commencement of construction of a private sewage disposal system, the owner shall first obtain a written permit from the City. The application for said permit shall be made on a form furnished by the City, which the applicant shall supplement by plans, specifications, and other information as may be deemed necessary by the City. The amount of the permit and inspection fee will vary with each permit and shall be reasonably established by the Sewer Superintendent at the time of the application based upon the circumstances of each application and approved by the Common Council. A permit for private sewage disposal system shall not be effective until the installation is completed and there has been final inspection and approval by the City and all other governmental agencies having jurisdiction thereover. The City shall be allowed to inspect the work at any stage of construction and, in any event, the applicant for the permit shall notify the City when the work is ready for final inspection, and the City shall inspect same before any underground works are covered.
   B.   Compliance With City And State Regulations: The type, capacities, location and layout of a private sewage disposal system shall comply with all of the rules, regulations and recommendations of the City, the South Central Public Health Department, Idaho Department of Environmental Quality and all other governmental agencies having jurisdiction thereover, including, but not limited to, the State of Idaho, Department of Health and Welfare, Technical Guidance Manual for Individual and Subsurface Sewage Disposal, which is hereby adopted by reference.
   C.   Operation And Maintenance Of System: The owners shall operate and maintain the private sewage disposal facility in a sanitary manner at all times and at no expense to the City.
   D.   Connection To Public System Required: At such time as a public sewer becomes available to property served by a private sewage disposal system, a direct connection shall be made from the building served to the public sewer in compliance with this chapter, and any septic tank, cesspool, or similar private sewage disposal facilities shall be abandoned in accordance with applicable rules.
