The Water Superintendent or other authorized agent of the City, bearing proper credentials and identification, shall have the right to enter upon any premises connected with any public water system at all reasonable hours for the purposes of inspection, observation, measurement, sampling and/or testing to determine compliance with the provisions of this chapter.
