It shall be unlawful for any person to obstruct, injure, or damage any street, alley, public thoroughfare, or bridge of the City by placing any obstruction thereon or by digging in, deepening, or deviating the water of any stream, or by placing any obstruction in any ditch or stream within or along any such street, alley, public thoroughfare, or bridge, or by placing or constructing any obstruction, ditch, or embankments upon his or other lands so as to make or cause any water to flow upon or impair any street, alley, public thoroughfare, or bridge, or to in any other manner injure or obstruct any street, alley, public thoroughfare, or bridge of the City. Any person convicted of violating the provisions of this section shall be guilty of a misdemeanor and subject to the penalty provisions of section 1-4-1 of this Code.
