Any vehicle or personal property located within the right-of-way of any public street within the Business Zoning District of the City during the hours of two o'clock (2:00) A.M. to six o'clock (6:00) A.M. of each day may be removed at the direction of any law enforcement officer or the Street Superintendent of the City without prior notice to the owner thereof.
