No snowmobile or other self-propelled recreational vehicle shall be operated upon the streets, alleys, and public thoroughfares of the City between the hours of ten o'clock (10:00) P.M. and eight o'clock (8:00) A.M. the following day, except when returning from a snowmobile recreation area outside the City and where such return is made in the most direct route from such area to the residence of the person operating the snowmobile or other self- propelled recreational vehicle.
