(a) No person shall ride or use a skateboard upon any public street, sidewalk or park in the City, unless the skateboard is licensed and registered as hereinafter provided.
(b) Every owner of a skateboard shall list and register with the Police Department, their name and address, the name of the manufacturer of the skateboard, its model number and/or style, if known, and a general description.
(c) The Police Department shall provide permanent license tags of uniform style, design and numbering for attachment to the skateboard, together with a corresponding registration card to the owner, upon payment of the fee, as provided. The tag shall remain attached to the skateboard for which it was issued.
(d) Every person who sells or transfers ownership of any skateboard shall report such sale or transfer to the Police Department; and, if such person has had his skateboard licensed and registered, he shall also return to the Police Department the registration card and furnish the police with the name and address of the person to whom the skateboard was sold or transferred.
(e) No person shall willfully or maliciously remove, destroy, mutilate or alter the number or tag on any skateboard.
(f) In the case of loss or destruction of a license tag or registration card, a duplicate may be issued for the fee set forth, to the owner, provided such owner gives satisfactory proof of same to the Police Department.
(g) The license fee for the skateboard registration and tag shall be one dollar ($1.00) for each skateboard and it shall be paid to the Police Department at the time of registration; and, upon application for a duplicate tag or registration card, such owner shall pay to the Police Department a fee of one dollar ($1.00).
(h) All license tags and registration cards, issued pursuant to this chapter, shall be permanent. No renewals shall be required of the registered owner.
(i) If any skateboard is found on a street or alley or sidewalk or public place in the City without a license identification tag, as set forth above, or with a mutilated or altered serial number or no serial number stamped on the skateboard, it shall be prima-facie evidence that the skateboard is being operated without proper registration and shall be impounded, as hereinafter set forth.

(j) Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
