373.21 IMPOUNDING.
   (a)   If any bicycle is found in a street or alley in the City without a license identification tag as above set forth, or with a mutilated or altered serial or no serial number stamped on the frame of the bicycle, it shall be prima-facie evidence that the bicycle is being operated without proper registration and shall be impounded, as hereinafter set forth.
   (b)   If the operator of any bicycle violates any provision of this chapter the bicycle may be immediately taken and impounded by the Police Department and shall be so held by the Department for a period not exceeding ten days, as determined by the Chief of Police. In the event any bicycle is found, as set forth in subsection (a) hereof, the Police Department shall take possession of such bicycle and hold same until proper ownership is proven.
