(a) The Safety Director is hereby authorized to grant permission to close streets in the City for the purposes of block parties providing that a minimum of sixty days notice is given to his office prior to the event and Council is informed of the request a minimum of thirty days prior to the event.
(b) The Director is hereby authorized to grant or deny the requests for closing of streets based upon whether or not such closing of the street for the period requested poses a danger to any person or persons.
