191.01 DEPARTMENT ESTABLISHED; TAX COMMISSIONER.
   (a)   A Department of Taxation is hereby established with duties as set forth in Section 193.08 and the rules and regulations attached to the Income Tax Ordinance 20-67, passed December 11, 1967, and made a part thereof.

   (b)   Council does hereby create the full-time position of Tax Commissioner, such position to be filled by appointment and with work responsibilities as provided in Section 191.03.

   (c)   The person so appointed as the Tax Commissioner shall receive a salary as provided by ordinance and in addition shall receive full health insurance coverage and life insurance coverage as provided to other employees of the City at the expense of the City. In addition the person so appointed shall be eligible for Public Employees Retirement System participation.
