(a) Council hereby establishes a returned check fee to be charged against anyone giving a check to any department of the City that is dishonored for any reason, including but not limited to insufficient funds, closed account, stopped payment, or for any other reason. The fee shall be added to the amount otherwise due to the City. If the City is instructed to re-deposit the check, the fee shall be charged for as many times as the check or checks are returned unpaid.
(b) “Department of the City” includes any and every department of the City of Bellevue, including but not limited to the following departments: Auditor, Treasurer, Income Tax, Utilities-Water and Sewer, Municipal Court, Safety-Service, Mayor, Council, Water, Wastewater, Street, Cemetery, Police, Health, Recreation, Fire, Law Director, Judge and Prosecutor.
(c) The fee is hereby originally set at the current rate of twenty dollars ($20.00) per returned check occurrence. However, the City Treasurer is hereby granted administrative authority to adjust said rate as said Treasurer shall set fit, upon notification to Council and publication of notice of said adjustment in a newspaper of general circulation in the area at least twice in consecutive weeks.
