All decisions by the Board of Zoning Appeals shall be in writing and shall fully set forth the reasons for the decision and the findings of fact upon which the decision was based. A certified copy of the decision shall be transmitted to the applicant and to the Zoning Administrator and the decision of the Board shall be binding on the applicant and the Zoning Administrator.
