The provisions of this Chapter shall not apply to one-family residential dwellings located within "Downtown Bellevue" as defined in the Zoning Ordinance. In the event of removal or demolition of such dwellings, however, plans for any new building or structure erected shall be reviewed by the Downtown Bellevue Architectural Review Board to make recommendations concerning appropriateness and compatibility of that new construction with the character of the district.
