1331.05 BOARD MEETINGS AND RULES.
   (a)   At its first meeting of each calendar year, the Downtown Bellevue Architectural Review Board shall elect one of its members as Chairman, and a second member as Vice Chairman. The Board shall meet monthly and more frequently at the call of the Chairman. A scheduled meeting may be canceled, by action of the Chairman, if it can be determined that there are no applications or issues for the Board to address.
   (b)   The elected Chairman, who shall serve until a successor is elected, shall be responsible for the proper administration of the Board's work. In the absence of the Chairman that responsibility shall fall to the Vice Chairman. The City shall provide a secretary who shall keep, or cause to be kept, in the Municipal offices, a complete and accurate record of all meeting and proceedings of the Board.
   (c)   All meetings of the Board shall be open to the public and three members thereof shall constitute a quorum. A majority vote of the members present shall be required to take action. In order to better carry out the provisions of this Chapter, the Board, by formal motion may adopt rules for the conduct of its business.
