The Safety-Service Director is authorized and directed to establish a permit form and any rules and regulations applicable to demolitions, to have the full force of law as though fully set forth herein, and to be provided to all demolition property owners and demolition contractors so that they may comply therewith. The topics for such rules and regulations shall include but not be limited to proof of insurance, fencing, and setting forth certain requirements to certain demolitions based on the size and/or type of said demolitions.
