All charges, costs and expenses arising out of or connected with the demolition or removal of any insecure building, dwelling or structure pursuant to this chapter shall be paid by the owner of the premises upon which any such building, dwelling or structure is situated, within ninety days after the demolition or removal thereof as provided in this chapter and if not paid within such ninety day period, it shall be certified to the Auditor of the appropriate county, at which time the lien shall vest and the Auditor shall place the same on the tax duplicate of the county with the interest and penalties allowed by law to be collected as other taxes.
