If no appeal is filed from the finding of the Building Inspector within the sixty day period, or if Council affirms the finding of the Building Inspector and determines the building or structure involved to be a public nuisance, Council shall order the Clerk to advertise for bids for the demolition and removal of the building, dwelling or structure in accordance with the law, unless the owner has repaired the same, in accordance with the requirements of the Building Inspector.
In the event that Council is notified that the owner has appealed its decision to the appropriate Court of Common Pleas or any other court having jurisdiction by receiving a copy of the complaint filed with such court by certified mail the order to advertise for bids for the demolition of the property shall be held in abeyance until further order of such court.
