Proceeding from the initial point upon any street, the buildings thereon shall be numbered in consecutive order, reserving however, for each sixty-six feet or fraction thereof, of unoccupied or vacant lots and lands abutting upon the street, a number, which number shall be the same as would belong to the building if there was a building upon such unoccupied or vacant lot and land.
