1129.02 SANITARY SEWERS.
   (a)   Standards.
(1)   Sanitary sewers and connections shall be constructed of vitrified clay with joints conforming to ASTM C 425.
(2)   The minimum size for the main sewer shall be eight inches (8") in diameter; the minimum size for connections shall be six inches (6") in diameter.
(3)   Where practicable, the depth of the sanitary sewer shall be such that the sanitary connection can discharge by gravity into the main sewer. Where this is not possible, homes without a basement shall be noted on the plat.
(4)   Sanitary sewers shall have a number 4 or 7 stone bed, six inches (6") deep and backfill material shall be tamped to a point one foot above the top of pipe.
(5)   In areas where the trench is beneath existing or proposed pavements the backfill shall be sand or earth tamped in six-inch (6") layers or other material such as stone which can be readily compacted by jetting.
(6)   In areas where the trench is outside existing or proposed pavements, backfill shall be earth free of deleterious material. Maximum lifts shall be eighteen inches (18").
(7)   Risers shall be provided for all connections intercepting a main sewer at a depth greater than ten feet (10'). The riser shall be encased in concrete.
(8)   Connections shall be plugged effectively by means of plastic or vitrified stopper. All connections shall be extended to the right-of-way line.
(9)   Otherwise connections shall conform to the requirements of Chapter 925 of the Streets, Utilities and Public Services Code.
(10)   The above standards are supplemented by the standards under which the initial sanitary sewers were constructed, to wit: the standards used in the construction of sewers under Contract Nos. 2, 3 and 4 for Sanitary Sewer District No.1.
   (b)   Regulations.
(1)   Connection to the Bellevue sanitary sewer system. Any subdivision proposed to be located within the area serviced by the Bellevue sanitary sewer system shall connect to this system provided such system is deemed adequate by the City Engineer of Bellevue to handle the demands and volume which will result from the proposed subdivision.
(2)   Extension of Bellevue sanitary sewer system. Any subdivision within the area proposed to be serviced by the Bellevue sanitary sewer system or which may do so, utilizing gravity flow, shall do so when deemed adequate by the City Engineer of Bellevue unless the Planning Commission shall decide that such connection will be an undue hardship upon the subdivision.
(3)   Independent sanitary sewerage and treatment. Independent sanitary sewerage and treatment may be permitted under unusual circumstances and upon the recommendation of the City Engineer and approval of the Planning Commission and two-thirds majority of Council.
