1127.13 LOT ARRANGEMENTS AND DESIGN.
   Lot arrangement and design shall be such that lots will provide satisfactory sites for buildings and shall be properly related to topography. To this end, minimum lot size shall be determined by the most stringent of the following requirements which is applicable to it.
(a)    Conformance to Zoning. All lots shall conform to or exceed the requirements of the zoning district in which they are located and the use for which they are intended and each lot shall front on a public dedicated street other than an alley.
(b)    Double Frontage. Lots with double frontage shall be avoided except where essential to provide separation of residential development from traffic arteries or as otherwise required by topography or orientation.
(c)    Street Frontage. Each lot shall front on a public street other than an alley for a distance of not less than that indicated in the Zoning Ordinance.
(d)    Thoroughfare Frontage. Lands abutting highways or primary thoroughfares should be platted with the view of making the lots, if for residential use, desirable for such use by cushioning the impact of heavy traffic on such traffic ways; and with the view, also, of minimizing interference with traffic on such traffic ways as well as the accident hazard. This may be accomplished in several ways, the choice depending on topography and other physical conditions, the character of existing and contemplated developments, and other pertinent factors.
(e)    Corner Lots. Comer lots shall have extra width to permit conformance to the setback line on the side street. In no case shall a corner lot be so narrow that minimum zoning requirements cannot be met.
(f)   Lot Depth. Each lot shall be of such a depth that front yard and rear yard requirements of the Zoning Ordinance, plus a reasonable building site, shall be provided. The maximum depth of a lot shall not be greater than three (3) times the width of the lot, except lots which contain over five (5) acres of area. Lots containing over five (5) acres of area shall not be more than 250 feet in width at any location.
(g)    Extra Depth and Width in Certain Cases. Additional depth may be required where a residential lot in a subdivision backs up to a railroad right of way, a high pressure gasoline or gas line, or thoroughfare, an industrial area or other exiting land use which may have a detrimental effect on the residential use of the property, and where no street is provided at the rear of such lot. Where a residential lot has its side line adjacent to any of the above, appropriate additional width may also be required.
(h)    Large Lots. All parcels which are subdivided into very large parcels should be of such shape and dimensions as to render possible the re-subdivision of any such parcels at some later date into lots and streets which meet the requirements of these Subdivision Regulations.
(i)    Usable Lots. All subdivisions shall result in the creation of lots which are developable and capable of being built upon. No subdivision shall create lots which are impractical to improve due to steepness of terrain, dangerous soil conditions, location of water courses or other natural physical limitations.
(j)   Strips of Parcels. No remnants of property shall be left which do not conform to lot requirements, or which are not required for a private or public utility purpose, or which are not accepted by the City of Bellevue for an appropriate use.
(k)    Side Lines. The side lot lines of lots shall normally be straight and so far as practical, should be at right angles to straight street lines and radial to curve street lines of that street toward which the lot faces.
