The arrangement of blocks shall be such as to provide for convenient access, circulation, control and safety of street traffic. Blocks intended to be used for commercial or industrial purposes shall be designed specifically for such uses with a space set aside for off-street loading and parking facilities. The lengths of blocks shall, in the opinion of the Planning Commission, be such as are appropriate for the locality and the type of development contemplated, but normally shall not exceed l,500 feet where the average size of lots does not exceed one acre in area.
