Sight distance on all streets shall be established in accordance following:
(a) Street Curvature. The minimum radius of curvature for main thoroughfares shall be 500 feet on the center line; for primary thoroughfares and industrial streets, 250 feet on the center line; and secondary and local streets, 100 feet on the center line.
(b) Grade Changes. All changes of grade shall be connected by vertical curves of a minimum length equal to fifteen (15) times the algebraic difference in the rate of grade for main thoroughfares, primary thoroughfares and industrial streets; and one-half this minimum length for secondary and local streets or alleys.
