1127.02 STREET EXTENSIONS.
   The layout of streets in new subdivisions shall provide for the extension and continuation of existing streets in adjacent areas. Where adjacent properties are not subdivided and are appropriate for subdivision, the layout of streets in the new subdivision shall provide for street access to the adjacent property line. Such access shall consider the probable and most desirable layout of the adjacent property and be spaced according to requirements contained herein pertaining to block length. The developer shall bear the cost of all street extensions within the subdivision, and the City shall bear the cost of streets outside of the subdivision.
