1123.08 RECORDING AND REVIEW FEES AND DEPOSITS.
   (a)    A deposit of fifty dollars ($50.00) (or fifty dollars ($50.00) per plat page, whichever is greater) shall be posted with the City by the developer for the recording of subdivisions, easements, etc. If the deposit is more than the actual cost of recording, the remainder shall be refunded. If the cost of recording is greater than the deposit, the deficient amount shall be paid to the City.
   (b)    For subdivisions of less than fifty (50) lots, a deposit of four hundred dollars ($400.00) shall be posted with the City by the developer for the review of the preliminary map, topographic map, plat and improvement plans before these items are referred to any City official where the City has retained a firm as engineer or special council. The cost of review shall be the actual cost to the City by the engineer or special council in reviewing these items. Where the City utilizes a City Engineer directly employed by the City or City Law Director, the cost of review shall be calculated based on their annual salary divided by 2080 for each hour spent reviewing these items. If the deposit is more than the actual cost of review, the remainder shall be refunded. If the cost is greater than the deposit, the deficient amount shall be paid to the City before Council approval is given. For subdivisions of more than fifty (50) lots, the deposit shall be greater than four hundred dollars ($400.00) as determined by the City Engineer.
   (c)    The filing of the plat with the County Recorder shall be done by the Law Director who shall turn the plat over to a reputable title insurance company and request a "Statement of Streets" for the benefit of the City of Bellevue, and when said "Statement of Streets" is furnished, the Law Director shall order the plat be recorded. All costs charged for the "Statement of Streets" and recording shall be paid by the developer.
   (d)    Deposit for Inspection and Testing.
(1)    The developer's engineer shall furnish an itemized estimate of the cost of construction of all required improvements for the approval of the City Engineer. Two thousand dollars ($2,000) or five percent (5%) of the approved estimate, whichever is greater, shall be deposited by the developer with the City for defraying the costs of inspection and testing. If the deposit is greater than the actual cost of inspection, the remainder shall be refunded. If the cost of inspection is greater than the deposit, the deficient amount shall be paid to the City. This deposit shall be paid to the City before Council approval of the improvement plans.
(2)    Where the City utilizes an engineer and inspector who are employees of the City, the cost of inspection shall be calculated on the basis of the employee's annual wage divided by 2080 for each hour spent by the City Engineer in supervising the inspection and for each hour spent by the City Inspector.
(3)    Where the City has retained a firm or outside engineer not an employee of the City, the cost of inspection shall be the actual invoice cost to the City for professional services.
(4)    If the deposit is more than the actual cost, the remainder shall be refunded. If the cost of inspection is greater than the deposit, the deficient amount shall be paid to the City by the developer before construction is permitted to continue.
