No commercial or other governmental agency shall use the compost site without first registering with and paying to, the City of Bellevue an annual user fee in the amount of one thousand dollars ($1,000) for businesses employing more than 3 employees (full time or equivalent) and two hundred fifty dollars ($250.00) for those businesses employing 3 employees (full time or equivalent) or less.
