All vehicles used for the transportation of solid waste shall be compactor collection vehicles that have an enclosed body with a mechanical device for loading the solid waste into the main compartment of the body and for compressing and distributing the solid waste within such body. The vehicle body shall be leakproof and of easily cleanable construction, shall be cleaned at sufficient frequency to prevent odor, nuisance or insect breeding, and shall be maintained in good repair. Nothing in this section, however, shall be construed as to prohibit the use of "satellite" vehicles such as pick-ups or other small trucks, provided the waste collected in the "satellite" vehicles is transferred into a conforming vehicle.
