The residents of the City henceforth may contract independently with solid waste haulers of their choice who have obtained an annual permit from the Service Director. Such permits shall be issued to those individuals who have complied with all State, county and City rules, and who have paid an annual permit fee of thirty-six dollars ($36.00). All permits shall run from July 1 to June 31. Persons obtaining a permit after July 1 shall be charged a prorated permit fee.
