"Solid waste" means unwanted residual solid or semisolid materials that result from industrial, residential, commercial, agricultural and community operations; excluding earth or material from construction, mining or demolition operations, or other waste materials of the type which would be normally included in demolition debris. Solid waste shall not include major appliances, discarded furniture, tree limbs or stumps or other such items as may be determined to be bulky wastes by the Service Director. For the purpose of this section, any person or organization having a regular route (more than once per month) serving private residences shall be construed as to be a hauler of solid waste.
