The City shall adopt charges and fees which may include:
(a) Fees for monitoring, inspections and surveillance procedures;
(b) Fees for filing appeals;
(c) Fees for reviewing accidental discharge procedures and construction;
(d) Fees for sampling and laboratory analysis;
(e) Surcharges for amounts of pollutants including but not limited to heavy metals, solids and phosphorus, discharged in wastewater.
