Any user adversely affected by a decision of the Safety-Service Director under this chapter may, after reasonable efforts at negotiation, file a written appeal to the Board of Appeals. From the date of receipt of the written appeal, the Board shall have ten days to meet and submit a decision. Such decision shall not violate the provisions of this chapter or the national categorical pretreatment standards or their provisions.
