Wastewater contribution permits shall be expressly subject to all provisions of this chapter and all other applicable regulations, user charges and fees established by the City. Permits may contain the following:
(a) Limits on the wastewater constituents and characteristics.
(b) Limits on the rate and time of discharge or requirements for flow regulations and equalization.
(c) Requirements for installation and maintenance of inspection and sampling facilities.
(d) Specifications for monitoring programs which may include sampling locations, frequency of sampling, number, types and standards for tests and reporting schedule.
(e) Compliance schedule.
(f) Requirements for submission of technical reports or discharge reports.
(g) All users subject to this section shall retain and preserve for no less than three years, any records, books, documents, memoranda, reports, correspondence and any and all summaries thereof in relation to monitoring, sampling and chemical analysis made by or in behalf of a user in connection with its wastewater discharge. All records which pertain to matters which are subject to administrative adjustment or any other enforcement or litigation activities brought by the City pursuant hereto shall be retained and preserved by the user until all enforcement activities have concluded and all periods of limitation with respect to any and all appeals have expired.
(h) Requirements for notification of the City of any new introduction of wastewater constituents or any substantial change in the volume or character of the wastewater constituents being introduced into the wastewater treatment system.
(i) Requirements for notification of slug discharges as per Section 925.31(d).
(j) Requirements for a slug discharge control plan, if the Waste Water Superintendent determines it to be necessary to ensure proper control of slug discharges. It is necessary that each user notify the Superintendent of any significant changes to the user's operations or system which might alter the nature, quality, or volume of its wastewater at least 30 days before the change.
(k) Industrial user submittal of periodic reports on the wastewater discharge characteristics as dictated by the industrial user's wastewater contribution permit. The report shall include all data generated on the industrial user's wastewater discharge.
(l) Industrial self-monitoring.
(m) Best Management Practices (BMPs) as defined in Section 925.01, as a local limit to control the user's discharge to the sewer, site runoff, spillage or leaks, sludge or waste disposal, or drainage from raw materials storage.
(n) Other conditions as deemed appropriate by the City to ensure compliance with this chapter. (Ord. 12-11. Passed 3-14-11.)
