(a) The City will provide for the construction of sanitary sewer connections when the need arises for vacant lots abutting existing sewer, by having the sewer connection constructed by City personnel from the sewer main to a point approximately three feet outside the edge of pavement or by reimbursing the lot owner for the construction of the connection by the owner's contractor at the rates set forth in subsection (b) hereof.
(b) In the event the Safety-Service Director deems it impractical to have City personnel construct a sanitary sewer connection, the lot owner shall be reimbursed for having his contractor, or the City may reimburse its contractor in accordance with such rates as established by ordinance.
(c) The replacement of pavement shall be done by the City.
