925.12 SEWER CHARGE ADJUSTMENT.
   (a)   Leaks. Complaints of excessive sewer charges must be made immediately upon the
receipt of same. All water that passes through a residential and/or commercial meter shall be used to determine sewer charges, whether used, wasted, or lost by leakage. However, the Safety-Service Director may make such adjustment as seems to him right and proper in case of a leak when it does not appear that the owner or user could be expected to know of the leak or have had a fair chance to stop same. Such deduction shall not exceed one-half of the excess bill unless otherwise determined by the Utilities Committee of Council.
   (b)   Other. Furthermore, even if a bypass meter is not in place, a water/sewer customer may, with prior arrangement with the Safety-Service Director, arrange to have an expected unusual use of water that will not involve the City sewer system (for example the filling up of a large swimming pool or a pond) measured or estimated to the satisfaction of the Safety-Service Director, so that the corresponding sewer charge for such water use can be waived or otherwise adjusted according to the Safety-Service Director's good faith discretion, so that the customer will pay the full water use charge, but shall be entitled to a partial or total reduction or waiver of the sewer use charge, as determined by the Safety-Service Director.
