The Safety-Service Director shall make and enforce such rules and regulations as he may deem necessary for the enforcement of the provisions hereof, for the proper determination and collection of the rates and charges herein provided, and for the safe, efficient and economical management and protection of the sanitary sewer system; and, in the event that the Safety-Service Director finds that the rate of discharge of acceptable industrial wastes from any premises to the sanitary sewer system is subject to such substantial variations as to interfere with the safe, efficient and economical management and protection of the sanitary sewer system, the Safety-Service Director shall have specific authority to establish rules and regulations to equalize such rate or discharge, including authority to require that suitable regulating devices be installed for the purpose. Such rules and regulations, when not repugnant to existing ordinances of the City or laws of the State of Ohio shall have the same force and effect as ordinances of Council.
