(a) No water service shall be extended to any water users outside the corporate limits of the City, except in such cases where the City has previously contracted to extend such services or except under the conditions hereafter set forth.
(b) Upon request of payment and all connection fees and tap-in charges, water service may be extended to land owned by resident fee holders outside of the City limits, to the extent that the City can provide such service at the discretion of the Mayor and Safety-Service Director. Although annexation is encouraged, it is not required.
(c) Unless the service lines are already in place, all persons seeking water service shall be required to construct, at their own expense, any water line extensions required. All construction must conform with the requirements of the City.
(d) It is specifically provided that no water service shall be provided outside of the corporate limits of the City for industrial or commercial uses, unless the City has previously contracted to extend such services.
