The rates which shall be charged for Municipal water service within and without the corporate limits of the City are effective with bills rendered as herein noted. The rates outside of the corporation limits, where permitted, shall be one and one-half times the effective rates inside the corporation limits.

In other words, the minimum monthly charges for water and sewer shall be 150% of the regular water and sewer rates established by the Mayor and Council for the minimum amounts.
