905.13 PRUNING TREES AND SHRUBBERY.
   (a)    The owner of every lot or parcel of land within the Municipality upon which a tree, plant or shrub stands. which area includes the tree lawn or boulevard area in a street right-of-way between the property owner's property line and improved portion of the street with any part thereof upon or overhanging a public street or sidewalk, shall conform to the regulations provided; otherwise, the Municipality shall cause such tree, plant or shrub to be pruned or cut down and removed in accordance with such regulations and assess the cost thereof against the owner of such lot or parcel of land.
   (b)    The owner shall prune or cause to be pruned such tree, plant or shrub so that a clear height of eight feet (8') between the lowest branches of the same and the sidewalk is maintained. A clear height of thirteen feet (13') between the lowest branches of the same and the street shall be maintained.
   (c)    The owner shall prune or remove, as the case requires, every dead, decayed, or broken tree, plant or shrub, or part thereof, so that the same shall not fall to the street or sidewalk.
   (d)    All pruning shall be done according to the National Arborist Association standards.
   (e)    The owner shall cut down and remove any tree, plant or shrub, or any part thereof, as may be necessary to provide a clear and unobstructed view of traffic from all directions at any street intersection or to abate any nuisance necessary to protect life, limb, or property of persons, drivers of any vehicles or pedestrians using such street or sidewalk as determined necessary by the Commission.
