(a) Powers and Duties. It shall be the responsibility of the Commission to study, investigate, counsel and develop a program for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, along streets and in other public areas. Upon City Council's acceptance and approval, such program shall constitute the official comprehensive City Shade Tree Program for the City of Bellevue, State of Ohio. The Commission, when requested by City Council, shall consider, investigate, make findings, report and recommend upon any special matter or question coming within the scope of its work.
(b) Definitions.
(1) “Street trees" are herein defined as trees, shrubs, bushes, and all other woody vegetation on land lying within City easements on either side of all streets, avenues, or ways within the City.
(2) "Park trees" are herein defined as trees, shrubs, bushes, and all other woody vegetation in public parks or to which the public has free access as a park, and all areas owned by the City.
