The term of the four (4) persons to be appointed by the Mayor shall be three (3) years, except that the term of one of the members appointed to the first Commission shall be only one (1) year, one of the members two (2) years, one member three (3) years, and one member four (4) years. In the event that a vacancy shall occur during the term of any member, his successor shall be appointed by the Mayor for the unexpired portion of the term.
