There is hereby created and established a Shade Tree Commission, which shall consist of the following members: The Chairman of the City Planning Commission, the Mayor, the Safety-Service Director and four (4) residents of the City who shall be appointed by the Mayor, with the approval of Council. One of the four residents shall be a horticulturist. if available. No compensation shall be paid to members of the Commission.
