(a) The Director of Public Safety and Service shall not issue a residential land use permit under Section 1317.01 of the Building Code or a commercial and industrial land use permit under Section 1317.01 without first having submitted and approved by the Director's office plans indicating that a public sidewalk shall be placed on the site by the contractor and/or owner between the building and the public street.
(b) The Director shall prepare a notice with regard to material content, width, thickness and location minimum sidewalk requirements. Copies of these minimum requirements shall be made available to people seeking the residential land use permit or the commercial and industrial land use permit as specified above.
(c) No occupancy shall be permitted under a residential land use permit or a commercial and industrial land use permit as specified above, before the Director has first inspected and verified that a public sidewalk as specified in this chapter has been installed on the site. All zoning permits issued under these Codified Ordinances shall contain notification of this requirement and prohibition.
