Upon receiving a report of a defective sidewalk, the Service Director shall cause an inspection to be made, and if the sidewalk is found to be defective he shall issue a written order to the property owner for its repair. Property owners shall have thirty days after receipt of such order to complete repairs or make necessary arrangements for repairs. If repairs are not made within the time specified or if the Service Director is not advised of arrangements for repairs within a reasonable period of time, the owner shall be cited under the provisions of this section for a defective sidewalk.
